Job Title: Interim Deputy Director - Adult Services

About the Role

Manchester City Council is seeking an experienced and dynamic Interim Deputy Director of Adult Services to provide strategic leadership across our high-performing Adult Social Care service. This senior leadership role will deputise for the Executive Director of Adult Social Services and play a key part in shaping the future of health and social care in the city.

You will join a committed leadership team working in partnership with the Manchester Local Care Organisation (MLCO) and NHS Greater Manchester Integrated Care Board to deliver transformation, improve outcomes, and champion strengths-based, person-centred practice.

Key Responsibilities

• Provide strategic leadership and direction for Adult Social Care (ASC) services, in line with the Care Act 2014.
• Lead on strategic and operational commissioning, ensuring sufficient market capacity, quality, and sustainability.
• Drive transformation programmes to improve outcomes, manage demand, and enhance integration with health services.
• Oversee robust budget management, performance frameworks, and governance processes.
• Act as the primary liaison with strategic partners including NHS, CQC, and voluntary sector organisations.
• Promote equality, diversity, and reduction of inequalities across all services.

Skills & Experience Required

• Senior leadership experience, ideally at board level or equivalent.
• Proven track record in Adult Social Care leadership and transformation.
• Strong understanding of health and social care systems, commissioning, and market management.
• Experience working with political structures and advising senior decision-makers.
• Skilled in strategic planning, partnership building, and stakeholder engagement.
• Knowledge of statutory requirements, Care Act duties, and best practice in adult social care delivery.
