Project Manager - Highways
Ref: e48a72d698cc4a0f8db20f68f2db628c* Lead and manage a portfolio of complex and high-value transport and highways projects (up to £30 million each), ensuring delivery on time, within budget, and aligned with Council priorities.
* Develop and maintain comprehensive project documentation, including briefs, business cases, risk registers, procurement documents, and NEC3/NEC4 contracts, ensuring robust governance and change control
* Act as the primary point of contact for all project stakeholders-internal teams, statutory bodies, elected members, and the public-translating complex technical information into clear, accessible reports and communications
* Oversee, supervise, and motivate multidisciplinary teams, including direct reports, specialist consultants, and contractors, ensuring high-quality delivery, compliance with health, safety, and environmental standards, and achievement of project KPIs
* Identify and implement continuous improvements to processes, infrastructure, and ways of working, sharing lessons learned to drive best practice across the Council
* Proven track record in managing complex, high-value infrastructure or transport projects using structured project management methodologies (e.g. PRINCE2, APM), with accountability for budget, programme, risk, and quality * Strong experience in procurement and contract management, particularly within NEC3/NEC4 contract frameworks, including drafting, administration, and negotiation * Demonstrated ability to lead, motivate, and manage multidisciplinary teams and external contractors, ensuring effective resource management and delivery of high standards * Excellent stakeholder management and communication skills, with experience liaising effectively with senior decision-makers, statutory agencies, elected members, and the public * Ability to analyse and translate complex technical concepts into accessible language for a non-technical audience
