To assist the Strategic Assets Manager to deliver the overall operational objectives of building safety across the big 7.
Gas and electrical safety, asbestos management, lifts, water hygiene, fire safety and the building safety act 2022.
Contribute to the strategic development of the service to maximize opportunities for enhanced service provision and delivery and ensure the delivery of professional, customer focussed, statutorily complaint and high performing services to internal and external customers.
Ensure those employed to maintain and manage each building have the necessary skills, knowledge, and experience to undertake the tasks effectively.
Maintain information management systems to facilitate safe management of the building.
Responsible and accountable for the creation and delivery of our building strategy in line with legislative and regulatory requirements.
Data owner for all data contained within each building's Safety Case and ensure their ongoing maintenance so that risks are proactively identified, and mitigating measures put in place.
Provide assurance on compliance risks and support the development of a complex investment programme across our asset portfolio.
Ensure that the business is optimising the safety of our assets within the resources and budgets available.
Engage residents in safe management of their building and home through a Resident Engagement Strategy that includes routes of escalation for resident concerns.
Ensure that building risk assessments (including fire risk assessments) are undertaken in a timely manner.
To provide advice, guidance and clear information on fire related issues and structural building safety to staff and residents, as well as the Building Safety Regulator. An understanding of what is expected from the new building safety regime is vital, as you will be expected to manage these requirements across teams.
To have overall responsibility for:
* the management, monitoring and delivery of improvements to the Asbestos Management Plan, acting as the Council's Responsible Officer for asbestos.
* the adequacy of the Council's monitoring and compliance regime for all statutory and regulatory property related responsibilities and duties.
* Reviewing and developing property related compliance policies, procedures, and activities in line with current and emerging legislation and best practice.
* Developing and reporting appropriate KPIs and management information
* Ensuring all staff within the Assets Team receive and maintain appropriate Health & Safety training.
* Maintain robust risk assessments for all property health and safety or regulatory and compliance related issues
To assist and/or lead on the preparation and production of Committee or Council reports to ensure that there is overall scrutiny and oversight of the building safety compliance regime.
Design, specify, maintain, review, and improve contract monitoring, performance, and expenditure information ensure the collection of accurate data to inform decision making, and to ensure that all relevant KPI's are calculated in a robust and accurate manner.
To contribute to the management, maintenance and development of the Council's asset management system and the delivery of a variety of surveys, including ensuring that all required validation and attributes are recorded
