Job Summary:
Waltham Forest Council is recruiting a Youth Justice Team Manager (Social Care Qualified) to lead operational delivery within their Youth Justice Service (YJS), part of the Youth & Family Resilience Service (YFRS). The successful candidate will oversee services for young people involved in the criminal justice system and help shape interventions that build resilience, reduce offending, and improve life outcomes.
This is a key strategic role responsible for both Out of Court and Statutory Court Disposals, such as Referral Orders, Youth Rehabilitation Orders, and Custody cases. You will lead operational management and performance improvement within the service.
Key Responsibilities Include:
Operational leadership for all youth justice interventions - Out of Court and Court-ordered disposals
Drive performance management and service improvement in response to inspections and audits
Promote trauma-informed, child-first approaches across partner agencies including Police, Education, and Health
Deliver holistic, multi-agency responses to the needs of vulnerable young people
Contribute to the development and preparation for HMIP inspection
Ensure quality assurance, practice development, and continuous improvement are embedded into the team culture
Lead and support a team of qualified professionals, promoting high standards and accountability
Work closely with YFRS peer managers and leadership to deliver borough-wide youth justice strategy
Essential Candidate Requirements:
Qualified Social Worker with Social Work England registration
Significant operational management experience in Youth Justice or Children's Social Care
In-depth knowledge of Youth Justice legislation, processes, and Court procedures
Proven ability to lead multi-disciplinary teams, develop services, and manage performance
Experience of preparing for regulatory inspections such as HMIP
Strong leadership, communication, and stakeholder engagement skills
A commitment to trauma-informed and systemic practice approaches
