Equans is looking for a Section 278/38 Engineer to join our team in Grimsby. This is a full-time role. On offer is a competitive salary and benefits package.

The post holder will assist and support the delivery of new development affecting the highway, ensuring that North East Lincolnshire's transport network can be used by all in a safe and timely manner, and is protected as a valuable resource for the future. The post holder will develop, promote and secure the Councils transport objectives through the assessment of development proposals. The post holder will provide impartial advice and support to the Local Planning Authority, developers and their consultants, and other third parties to secure new development infrastructure, and manage the implementation of such infrastructure through the technical and engineering assessment of developer design and construction submissions, secured by appropriate legal highway agreements. They will ensure that NELC meets its statutory obligations as the Highway and Local Transport Authority.

What will you deliver?

  • Highways Design Review & Adoption
    Opportunity to assess and influence highway layouts and improvements to ensure compliance with Section 278 and Section 38 agreements under the Highways Act.
  • Stakeholder Engagement
    Work collaboratively with developers, consultants, contractors, and internal teams to guide and influence outcomes on adoptable highway standards, lighting, drainage, and surfacing.
  • Technical Design Innovation
    Be part of a team that encourages innovation in highway infrastructure - apply new materials, technology, and construction techniques to real-world schemes.
  • Inspection & Site Supervision
    Oversee on-site highway works and ensure compliance with approved drawings and specifications for both minor and major developments.
  • End-to-End Project Lifecycle
    Manage the full lifecycle from design review to adoption, including site inspections, technical acceptance, certificates, asset data capture, and commuted sum calculations.
  • Asset Management Integration
    Ensure new and improved highway infrastructure is accurately captured for lifecycle planning and long-term asset maintenance.
  • Section 106 Involvement
    Work on projects that include Section 106 agreements, contributing to wider development control and planning conditions.
  • Risk & Safety Assurance
    Play a key role in ensuring that all works affecting the public highway are implemented safely, with regard to existing network conditions and public safety.
  • Legal Interface
    Liaise with legal teams to support the drafting and finalisation of Section 278 and 38 agreements.
  • Career Development & Technical Leadership
    Gain exposure to complex development projects while supporting junior team members and contributing technical expertise to working groups and senior stakeholders.

Who are you?

  • Qualified to HND / HNC (or equivalent) in Civil Engineering or relevant associated discipline (CV)
  • Have least five years relevant experience in Highway Maintenance / Civil Engineering or relevant associated discipline (CV)
  • Knowledge and experience of highway construction methods, maintenance treatments, materials and equipment. (CV/I)
  • Knowledge of highway asset management systems (CV)
  • Supervisory experience (CV/I)
  • Understanding of Health and Safety legislation and good practice relating to highways and construction. (I)
  • Budget and project management skills which are essential to ensure the effective delivery of the service with limited resources (I)
  • The ability to resolve problems which is essential in dealing with the often conflicting demands of statutory bodies and services and user groups (I)
  • Excellent communication skills (CV/I)
  • Flexible to meet the needs of the service
  • Experience and ability to effectively use IT including databases and Microsoft Word Excel Outlook and Teams
  • Effective communication skills with the ability to present complex information in a clear and concise way, both verbally and in writing.
