We are looking for a Supply and Logistics Officer to support the delivery of Supply Operations for Targeted Community Testing (TCT), a use case within NHS Test & Trace. The Targeted Community Testing team facilitates Local Authorities design and implementation of targeted, asymptomatic testing programmes in their local areas. The role involves working in a fast-paced environment responsible for the efficient delivery of Supply and Logistic activities, Supply Governance and Controls and a broad range of Supply initiatives from technology improvements through to supply data for key policy briefings and business cases. The key responsibilities include: + Developing and nurturing effective relationships across Test & Trace and TCT with teams including Central Supply, Demand Management, Logistics, Control Tower and Local Authority Relationship Managers. + Supporting a robust and efficient weekly allocation process for LFD supply to Local Authorities in line with established criteria and demand forecasts. + Supporting the Supply Chain lead in delivering a complex programme of processes and, including standard, weekly tasks and some ad hoc activities. + Utilising technology for processing orders including Salesforce or equivalent Supply solutions deployed across Test and Trace Operations, driving requirement and functionality improvements that can enhance order management and distribution. + Coordinating the production of Supply Reporting for TCT incorporating insightful measures, key performance indicators and thresholders that can inform Supply and Policy decision-making across all TCT Supply Channels. Responsibilities for developing reports and insights utilised for Policy Briefings, Secretary of State submissions and other ad hoc requirements such as Business Case submissions. + Contributing to the continuous improvement of Supply Processes, Controls and Reporting; proactively reviewing and proposing changes to all areas of the supply lifecycle from Order Management through to Reverse Logistics. + Monitoring Supply Issues and non-compliance, including proactive research and resolution of any delivery, product or logistics incidents across DHSC and Third-Party organisations. + Development and delivery of the LFD redistribution and returns process, including working with Local Authorities, Control and Logistics providers to ensure appropriate governance and kit traceability. + Engaging with a variety of stakeholder group across the TCT programme.
This role offers the opportunity to play an important role in the national Testing effort, supporting the COVID response and contributing toward population-wide public health benefits. You will be operating in blended multi-disciplinary teams, across several departments and influencing multiple stakeholders to ensure the outcomes of TCT and the broader DHSC objectives are reached. The ideal candidate will therefore demonstrate the following skills: + Effective communicator able to quickly establish and maintain relationships while working under pressure. + Demonstrable experience of making decisions in a fast-paced, operational environment. + Adaptability to meet changing circumstances, and adept at developing new policies, controls and governance to meet identified or emerging weaknesses in Supply activities. + Ability to identify issues and risks and able to develop mitigations and recommendations that can be implemented at pace. + Ability to see a variety of tasks through from identification to implementation within a changing environment and at pace. + Experience developing detailed, compelling and high-quality reports and briefings that demonstrate diligence and attention to detail. + Knowledge of continuous & process improvement activities, and experience of implementing these in a Supply and Logistics environment. + Ability to develop and deliver presentations to different levels of the organisation + Experience delivering in an operational, supply, logistics or Procurement environment - Preferred + Knowledge and application of Supply technology solutions such as Salesforce - Preferred + Familiarity working in a Government or Large Corporate Environment - Preferred Within this role, you will build a detailed knowledge of Operations, Supply & Logistics in your area, providing; + Exposure and integrated working with the Test & Trace Central Operations and Supply Teams, and dedicated ownership of key relationships with stakeholders within TCT and Test & Trace. + Applied knowledge of the TCT Use Case within TT, testing strategy, products and delivery models. + Evidenced skills from working within a large-scale Supply and Logistics team operating in a nationally critical and high-profile environment + Development of technical capabilities through on-the-job and Civil Servant training opportunities. Additional Information: Vacancy should be assumed to have a flexible location, with standard DHSC policies for flexible working applied. Candidates should have a minimum of 2 years' experience, in either a project or operational environment, or ideally a blend of both. The role will generally involve standard working hours, but with the occasional requirement for late finishes - particularly on Tuesdays.
