Job Description

  • To act as the QHSE focal point for the PJM business in UK

  • Ensures that project efforts, throughout the project management lifecycle are cohesive, consistent, and effective in supporting the global and UK QHSE and Project Management mission, goals, and strategic plan

  • Ensures that QHSE standards, policies, and operating objectives are consistent with those of the QHSE/PJM organization to ensure efficient and effective implementation of major cross-discipline projects and/or projects tied to strategic priorities.

  • Own the prioritised risk register to be able to proactively appraise risk across the PJM Business and oversee the safe delivery of projects across the UK portfolio.

  • Ensure compliance with all business wide policy and strategy through QHSE PJM Management System Audits, embedding the overall audit assurance programme across UK, monitoring the effectiveness of the programme. To own and lead the PJM audit schedule.

  • Work closely with the Enterprise Accounts UK PJM team to ensure construction phase plans and other key CBRE HSE requirements are built into projects and appropriate hierarchy of controls considered, with a concentrated focus on contractor pre-qualification and client project planning requirements.

  • To create and support an environment where PJM team approach observations, accidents and incidents with an outlook of learning & improvement.

  • Ensure local in-country statutory requirements as they relate to QHSE are fully understood and appropriately communicated to the PJM business.

  • Coach and support PJM team and other stakeholders in executing CBRE QHSE strategy, tools and techniques, so that they understand and embrace their QHSE roles and responsibilities.

  • Monitors, reports and aids in investigation of health and safety and environmental regulatory compliance within the project, report KPI status, and/or geographical/contractual area of responsibility

  • All findings are communicated in a timely manner, with concerns and non-conformances to the responsible management team and ensures that issues, concerns and deficiencies are corrected. Develops and implements strategic solutions that will support project managers' efforts to improve and maintain compliance as required.

  • Reviews and oversees all work processes and conditions to ensure HSE (Health, Safety and Environmental) protective measures are optimized. Develops, recommend preventative and improvement measures to ensure the enhancement of QHSE programs.

  • Support the health, safety and environment aspects of the new business winning process through solutions development, participation in presentations and consultation meetings, bid and contract generation and review through to support during mobilisation and resourcing activities on Accounts

  • Ensure compliance with the company observation, accident, incident and near miss reporting and investigation procedures. Serves as lead investigator for SIF (any serious injuries) or SIF-p (serious injury prevention) project events.

  • To support effective business communication through advice, review, leadership and direct contribution to management and team meetings, briefings, consultation forums, correspondence, monthly and ad-hoc reporting and other publications, as appropriate.

Candidate Description

  • A good general education and a formal management qualification in Health and Safety management and Environmental management with a construction related qualification. Practical application of auditing.

  • Incumbents must demonstrate a career showing continuous personal development in the related field of QHSE

  • Experience working in any one or multiples of the following is essential: project management, construction, heavy industry, facilities maintenance, chemical processing and refining environments, manufacturing, food processing, pharmaceutical / biotechnology.

  • Demonstrated experience delivering results

  • Managerial experience within other functional disciplines.

  • Excellent verbal and written communication skills (including English).

  • Numerate with a high degree of computer literacy.

  • Excellent motivational and influencing skills. Able to contribute effectively and on equal terms across all business activities.

  • Incumbents must have a high level of energy, be self-starters, confident and stable in manner, and be able to prioritise and work on a range of activities within a high pressure environment.

  • Incumbents may be required to travel widely to support new business development and participate in training and strategic reviews. Occasional overnight stays may be needed.
