We ground running by continuing to deliver this programme at pace building on the existing technology strategy and architecture design principles. There is already a robust design in place, approved by all governance boards, which you will be required to implement. The technology decisions and designs within the project and programme architecture have been agreed as part of the Outline Business Cases and we at the very final stages of obtaining business case approval ahead of re-procurement, technology selection and contract award. You will need to lead, set the direction and drive Consular's technical architecture, continuously balancing the need to support delivery whilst embedding the technical strategy and planning the Consular digital landscape. This will require a top down view to identify the things we need to change balancing a hands-on approach to the delivery aspects of architecture so that we develop sustainable, secure and value for money solutions. The Consular Lead Technical Architect will be a senior leader within the Resilient Consular Services Programme Board. You will interpret the technical design requirements underpinning core systems as well as supporting the development of business cases, procurement and rollout of systems. One of your first tasks will be to participate in the tender process for various IT systems- integrated case management, real time business intelligence and an event driven messaging service. The Lead Technical Architect will steer an architecture capability that will help Consular Directorate move from our "As Is" architecture to a target technical architecture whilst supporting the Consular strategic technical roadmap. In particular, the Lead Technical Architect will help iterate and define the technology strategy and empower Consular Directorate to make well-informed decisions on re-using, re-hosting, retaining or retiring technology as part of the programme and ensure alignment to the FCDO's wider technical architecture and the Cabinet Office's Technology Code of Practice. You will oversee an architecture function comprising a team of architects - Business, Data, Integration and Security and Solution - working closely with a newly recruited Technical Manager. You will act as the senior technical stakeholder for Consular Directorate and work with the FCDO's central Information and Digital Directorate, and with suppliers providing independent technical assurance and advice, to help shape the architecture to deliver an enduring technology and capability that meets user needs. All design products will need to meet agreed Government Digital Service standards and the Technology Code of Practice and agreed architecture principles and be captured in a managed and controlled way ensuring Consular Directorate fully understands the configuration and functionality of the deployed capability. You will need to ensure that the design of end-to-end services are consistent with strategy, architectural principles and standards. A key part of this role will be to apply best practices such as TOGAF and ITIL and develop architecture processes that support delivery business outcomes. You will also work with the Technical Manager to advise on the governance regime working with the technical architecture team to help run the Consular Technical Architecture Design Authority. You will need to stand by, promote or defend the architecture team's decisions where needed but be flexible, innovative and adaptable as required. You will be called up to provide general ad-hoc technical advice to project and product managers to resolve technical issues at pace and provide internal consultancy to the Programme Sponsor, SRO and senior leaders. As a Lead Technical Architect your main responsibilities would be: + Work with the Senior Programme Manager, project managers and product managers to oversee, advise and direct technology workstreams within the Resilient 24/7 Consular Services Programme to deliver the Target Operating Model supporting the integration of systems, applications and data to create a seamless journey from first contact to case resolution. + Provide strategic direction, technology advice and assurance and develop the architecture underpinning the integrated case management, real time business intelligence, emergency travel document printing, event driven messaging system and Nextgen Consular Contact Centre projects. Work with the project manager, suppliers and architects supporting bid and procurement activities and development and approval of full business cases through various levels of governance regularly updating the Senior Programme Manager and SCS Programme Sponsor on progress. Design and develop rollout plans working with project managers, suppliers and business change teams. + Lead, govern and provide strategic direction to the Consular architecture capability based on Government Digital Service Standards and Technology Code of Practice working with the Technical Manager. + Lead the technical assurance of projects against the architecture framework and identify and avert technical issues early and remove supplier dependencies. Contribute to the architecture development and ensure products are supportable, compliant, secure, flexible, scalable, robust, available, usable and safe. Commission, assure, accept and test products against the architecture, design principles and standards. Develop and maintain application architecture principles, standards, blueprints, roadmaps and transitions states that underpin all IT design and delivery. + Support the Technical Design Authority and attend service based discussions and represent the Architecture function at the Programme Board ensuring alignment of solutions to architecture, technology and business strategy. + Be the go-to person for general architecture and technical advice providing internal consultancy to senior leaders and guidance on the impact to Consular on the recommended business functions and roles as well as day to day support to product, project and portfolio functions. + Understand the commercial drivers that will influence a private or third sector organisation, interact confidently and effectively as an intelligent and highly credible client and question and challenge the value being delivered through commercial arrangements motivating improved performance by suppliers. + Working with the Product and Delivery Team and the wider business ensure that digital applications are aligned to the architecture strategy.
You'll have relevant experience in: + In-depth IT and enterprise architecture background with experience architecting enterprise scale IT or experience of large-scale IT development and business, data, solution and integration architecture expertise. + Ability to engage at a strategic level, influencing and setting the direction for technical change. + Ability to work proactively working closely with the business + Communicating between the technical and non-technical and having the confidence to translate technical concepts to senior leads + Professional, committed and enthusiastic + Good problem-solving and analytical skills + Good stakeholder management skills + Results-orientated and output-focused + Responsive, innovative, flexible and adaptable + A breadth of understanding of large-scale UK based Cloud infrastructure technologies (IaaS, PaaS SaaS), with specific specialism in the following technologies: Secure Public Cloud Computing capabilities (Amazon Web Services and Azure) and their appropriate uses. + Understanding of a range of tech stacks (e.g. AWS, UK Cloud, Microsoft Dynamics, O365, open source, PaaS etc) and the ability to take a balanced approach to technology selection. + Familiarity with and experience of digital software architectures and approaches eg microservices, RESTful architecture, LAMP/MEAN, continuous integration, Software as a Service and more traditional Commercial Of The Shelf (COTS). + Familiarity with and experience of a wide range of application architecture and software development technologies including eg development languages; delivery pipeline/CI tools; code repositories; automated testing tools etc. + TOGAF certified, Amazon Web Services, Microsoft cloud certifications. + Awareness of Service Management + ITIL practioner + Experience of developing design artefacts and associated materials under an architecture framework e.g. TOGAF. + Demonstrable experience working in a variety of environments, with a mix of on-premise and cloud based technologies.
