Serco Marine Services based in Barrow in Furness, Cumbria, provide Ship Management Services on behalf of our customer International Nuclear Services. The contract manages a fleet of three Pacific Nuclear Transport Limited vessels and as part of the contract, Serco provide a full HR service to the 136 employees that crew the vessels and to the Barrow Contract Team.
This role is a generalist HR Manager role which reports to the Contract Manager and manages a team of three people who provide support to this role by way of the Crewing and Payroll management and basic crewing/HR related administrative tasks.
Key Aspects of the Role, The role support's the many crewing and payroll related decisions for the contract. It offers guidance and support to Crewing and Payroll colleagues along with coaching colleagues in relation to the management of all first line ER related case work.
Strategy and Policies
Creating and updating policy and procedures within the management system and ensuring they remain compliant with current legal requirements as well as regulatory body requirements such as the Maritime Coastguard Agency and the Office of Nuclear Regulation. Playing an integral part in the business strategy including organisational design and ensuring that the HR Strategy aligns with this.
One of the pivotal requirements of this role is to develop a Crewing (Capability) Strategy for PNTL that is aligned to the customers operating model.
Collaboration and Support
Supporting and coaching senior leaders and collaborating with several other key areas of the business including Finance, Operations, Technical and HSEQ to develop and promote effective organisational culture. Experience of audits and demonstrating compliance, particularly in a Marine Environment would be advantageous. Experience of influencing skills across a range of stakeholders. Liaison and negotiation with Trade Unions
Data Driven and Budget Control
HR Metrics - Reporting data to provide evidence that KPI's are being met such as sickness stats and providing narrative of how this is being managed where necessary. Analysing financial data against budget and providing evidence of cost saving. Creation and implementation of a budget covering employee salaries, training, and other marine related costs.
ER Cases and Project Work
Working through a varied caseload of ER cases including disciplinary process, coaching, advising, and supporting Line Managers. Establishing effective working relationships with the respective trade unions, employee representatives, Occupational Health as well as and all other stakeholders involved throughout the process. Providing balanced advice that is legally compliant & in line with company policy to managers, and employees to manage risk. Delivering project work aligned to the business objectives managing risk and integrating change management.
Although a HR Generalist role this hybrid opportunity requires the overseeing and hands on approach to the day-to-day crew management of the PNTL crew. This aspect of the role requires the forward planning of all crew related activity and will command at least 70% of your time., Experience of working in a customer focussed environment is critical for the success of this role. There will be the requirement to justify and demonstrate reasons behind key decisions whilst succinctly challenge the customer at times., CIPD Qualified - ideally level 5 as a minimum.
Marine knowledge - understanding of STCW requirements, Maritime Labour Convention, UK Flag State Legislation
