Job Background: Coordinate and ensure the delivery of the ambitious transformation agenda of the DMS. Lead a small portfolio team that is driving and supporting the delivery of multiple programmes of work with the aim of providing more efficient and effective medical services that meets the needs of Defence. Active SC Clearance Required for this position The Key Responsibilities of the Portfolio Manager will be to: + Lead the DMS Transformation Office, cohering the existing programmes of work into an overarching portfolio of change. + Maintain portfolio delivery map and critical path to monitor project/programme progress, aligned to deliver the business strategic aims for Transformation. Recognise and track inter-dependencies across change. + Collaboratively engage across multiple projects, programmes and functions (including Finance, Human Resource (HR), Data etc.) to maximise the outcomes of the portfolio, including budgets, resource management, risk management and benefits realisation. + Balance objectives and identify areas where changes need to be made. Develop strategies to address resource or budget gaps e.g. when priorities change. + Co-ordinate reporting from projects and provide analysis of performance at portfolio level for review by governance forums, effectively escalating and managing risks and issues. + Identify and monitor portfolio risks (threats and opportunities), planning and implementing responses to them and responding to other issues impacting the portfolio. + Lead the regular reporting and governance rhythm across the portfolio, including the monthly Transformation Board. + Establish an effective assurance framework across all projects to ensure delivery of outcomes in line with required gateways. + Map stakeholder interest and influence to determine priorities for engagement and communication. + Responsible for understanding, managing and communicating progress, status and issues to complex stakeholder groups. + Engage in debate to resolve issues and differences between stakeholders and to challenge assumptions. + Working with the corporate Communications team, manage an integrated communications and engagement plan to maximise the impact of the transformation delivery. + Work collaboratively across all programmes and functions to ensure integrated programme teams are established to maximise the delivery of defined outcomes. + Working closely with the Strategic Command portfolio office and Head Office Defence Portfolio and Approvals Secretariat team through the establishment of the sub-portfolio office as well as part of all routine financial and capability planning activity. + Work closely with the planning, finance and people teams to ensure that all transformation activity is aware of key internal and external constraints. + Establish ownership and responsibility within the business for benefit realisation. Review business cases regularly to assess progress towards benefits realisation + Co-ordinate Business Case production by project teams ensuring appropriate specialist input and timing of approval through governance framework, providing best practice advice and guidance.
