Engagement Officer - Air Quality 033237 Organisation - Public Affairs & Stakeholder Engagement Job - Corporate / Public Affairs Position Type - Full Time Location: Southwark, London Salary £48,000 - £50,000 dependent on skills, knowledge and experience Fixed-term contract for 1 year Overview of Role Transport for London is currently implementing the nation’s most ambitious air quality improvement programme. Our goal is to transform the capital’s air quality by tightening controls on polluting vehicles – and by promoting cleaner alternatives that will help give London safer and healthier streets. This year there will be important changes to the Low Emission Zone (LEZ); next year the central Ultra Low Emission Zone (ULEZ) will expand dramatically. Part of the vital communications effort to support this huge programme is engagement with national, regional and London stakeholders. This role is accountable for engagement with the freight industry, as well as London boroughs, the NHS and other stakeholders. By raising their awareness and understanding, you will help smooth the implementation of these crucial air quality schemes. And in so doing you will also help maintain both TfL and the Mayor’s reputation. You will sit within the Stakeholder Advocacy and Engagement team, part of the News and External Relations department, but report to the Strategic Communications Lead for air quality. To be successful is securing this role you must have some kind of demonstrable engagement experience either in Government, Public Sector or Transport. Key Accountabilities: • Developing and implementing the LEZ, DVS and ULEZ communications campaigns, effectively targeting and influencing our key stakeholders leading to positive outcomes in the implementation of TfL’s air quality priorities • Developing and executing integrated engagement strategies, ensuring TfL's reputation is maintained and enhanced, and supporting team and business objectives. Stakeholders include but may not be limited to the freight sector, coach sector, health sector and associated industry bodies. • Identifying, initiating and building strong, meaningful relationships with these stakeholders, and maintaining a database of contacts to provide well-substantiated insight and analysis of core stakeholders’ agendas. • Conducting effective external engagement with key stakeholders on policy proposals and projects, ensuring that public and political perceptions of TfL are enhanced. • Gaining regular feedback from key external audiences, sharing relevant intelligence and information with the Strategic Communications Lead, Air Quality; the Head of Stakeholder Advocacy and Engagement and colleagues across the business. Skills, Knowledge & Experience Skills • Excellent influencing, networking and relationship-building skills. • Ability to influence internal and external stakeholders to minimise reputational risk and maximise advocacy. • Ability to produce and assimilate concise and coherent pieces of research, public affairs briefings and similar intelligence documents on complex issues to tight deadlines. • Excellent verbal and written communications skills. • Excellent presentation and organisational skills. • Skilled at collaborating across levels and teams within the organisation. • Strong analytical ability. • Strong commercial awareness. Knowledge • Educated to at least degree level, or with equivalent relevant qualification or suitable experience. • A deep working knowledge of the legislative and policy environment in which TfL operates • Excellent working knowledge of relevant policies, and the policy environment related to the core stakeholder audiences (especially freight and ideally health) • An understanding of the relationship between the media, political decision-makers and our key influential stakeholders. • Strong working knowledge of developments and emerging good practices in transport in the UK and globally. Experience • Experience of working in a mainstream public-affairs environment, dealing with senior stakeholders. • Experience of integrated working with a number of wider teams to deliver communications outcomes • Proven experience of proactively engaging external audiences and institutions to secure third party advocacy. • Excellent record of delivering results on time and within budget. • Experience in a cross-section of communications functions, including the transport sector.
