Technical Coordinator
£200-250/day PAYE

Job Purpose/Overview:
The Technical CDM Co-ordinator ensures the effective discharge of CDM duties on site.
The Technical CDM Co-ordinator oversees the preparation of the Delivery Work Pack from T-3 months. At the point of handover, the Technical Co-ordinator works with the Principal Designer's CDM Team Manger to ensure that the required CDM deliverables are contained within the Delivery Work Pack. After handover the CDM Technical Co-ordinator is involved in constructability reviews of risk assessment and method statements and ensures that the site risk matrix is kept up to date.

Principal Accountabilities:
Delivery Work Pack Hand-Over (JDO to Site Engineering)
Pre-Handover Phase:
* Agree DWP Principal Designer (PD) Execution Strategy with JDO Project Manager & HPC CDM Advisors.
* Undertake package constructability review with Pre-Construction Planning (PCP) and Principal Designer
* Review package Design Risk Matrices as produced.
* Transfer closed out residual risk items onto site risk matrix
* Identify Temporary Works associated with package and notify Temporary Works Controller (TWC) regarding the production of a TW Design Brief.
* Identify Construction Pre-Construction Information (CPCI) shortfalls and advise on mitigation requirements
* Attend kick off meetings with 2nd tier designers (as applicable) ensuring that the PD Execution Strategy and PCI information are suitable and sufficient
* Close out residual risk items and migrate to site risk matrix and H&S file data sheet (applicable to package)
* Attend Main civils & MEH PD/PC liaison meetings (fortnightly)
* Attend MCIT/BOP3 PD/PC Liaison meetings (Monthly)
* Attend Client/PD/PC leads fortnightly meeting
* Work with PD CDM Team on the monthly production of 6 month look ahead Site Risk Profile Tool and brief Site Command Centre on key issues as required.

Hand-over Phase/Mobilisation:
* Confirm all statements of competency are complete
* Confirm all RD/Designer CDM deliverables are contained within the hand-over pack
* Confirm package interface log is complete and package Design Risk Register (DRR) items are closed
* Attend package readiness review and confirm sign off is satisfactory.
* Review Construction PCI (CPCI) and identify shortfalls, giving recommendations on gaps
* Attend mobilisation Kick off meetings with suppliers (as applicable) ensuring that the PD Execution Strategy and CPCI information are suitable and sufficient.

Post Hand-Over - Principal Contractor and Designer Functions
* Produce package Principal Contractor (PC) Execution Strategy identifying all stakeholder involvement.
* Ensure Construction Delivery Leads are correctly utilising PDs Site Risk Register when reviewing DWP RAMS.
* Review constructability inputs alongside RAMS submittals and site risk matrix
* Take part in contractor package mobilisation/ kick off ensuring competency assessments are complete, PCI is communicated as applicable.
* Take part in construction phase plan(CPP) reviews and provide inputs to new revisions, along with improvements to safety procedures and work instructions
* Monitor construction safety procedures and apply continual improvement strategies
* Conduct regular audits of construction safety against the CPP
* Conduct regular audits of temporary works procedure implementation
* Sit between the Construction, EHS & SE functions to manage the flow of construction H&S information and develop, where necessary site work instructions.
* Involvement in contract completion packs in terms of H&S file hand-over documentation
* Update H&S file data sheets as packages are complete.
* Ensure NNB Principal Designer/Designer Standard, is applied to design changes managed at site.
* Review the Site Risk profile: A monthly deliverable from the PD
* Update the Site Hazard Plan

* Provide Monthly CDM scorecard to Site Management
* Review Principal Contractor performance for compliance with UK legislative requirements and provide summary reports to the management.
* Involvement in accident investigation
* Provide inputs to COSHH register and the production of the COSHH section of the H&S file
* Constant monitoring of CPCI, in particular updates arising from construction inputs
* Review of site COMAH status
* Continual Improvement of construction safety procedures
* Review and improvement of site safety management procedures
* Other duties as delegated by Site Management.

Knowledge and Skills
* Excellent communication skills with the ability to develop wide network and working relationships within EDF and the construction industry
* Results focus tempered with team centred approach
* Highly skilled in the analysis of technically demanding and detailed information and quickly identify the underlying issues and risks.
* Strong capacity to be future focused in identifying risks and implications. Strong communication skills to be able to put across complex concepts and data in a way that is readily understood and actionable, using a variety of media.
* Skilful in engaging others with technical issues and maintaining their interest and enthusiasm.
* Skilful in distilling knowledge and building skills in others and the capacity to be pragmatic and practical in the way that technical issues are addressed
* Good knowledge of large organisational, process plant and site, operations
* Ability to establish a vision and develop/implement strategy to attain it.
* Excellent knowledge of national and international HSE standards
* Excellent knowledge of CDM Regulations
* Proven track record of achieving excellent safety results on major engineering and construction projects

Qualifications and Experience
* Significant HSE experience including running a HSE group within a large project environment
* Significant management experience in successfully influencing and engaging senior business leaders and supporting project teams
* Significant experience in creating and implementing large scale health and safety strategies across complex and high risk operations
* Technical membership of IOSH or equivalent
* NEBOSH Diploma (part 1 minimum) or European equivalent
