Stakeholder Engagement & Delivery Lead - Inside IR35

Contract Term: 12 Months

Contracting Authority: DEFRA

Location: Hybrid - 2x per week in local DEFRA office & travel to other hubs on occasion.

The Biosecurity, Borders and Trade Programme is delivering the key infrastructure, systems, services, operations, capability, and legislative changes required to enable the development and introduction of a new Target Operating Model (TOM) for import controls. The new regime is due to be introduced towards the end of 2023 as part of the UK exit from the European Union and will protect UK biosecurity whilst maintaining the trust of our trading partners.

We are a friendly and collaborative multidisciplinary programme of over 150, based in London and across England. Specifically, this role will be working on a project to ensure that Port Health Authorities (PHAs) are ready to deliver the new Target Operating Model (TOM) towards the end of 2023. The project will be moving from design phase through to implementation and readiness assessments.

As a Stakeholder Engagement & Delivery Lead your main responsibilities will be:

  • Effectively planning & prioritising whilst delivering high-quality results at pace.
  • Responding to changing demands & priorities, with the confidence to make quick decisions often, without comprising the quality of work.
  • Planning, scheduling, monitoring & reporting on activities within the project.
  • Coordinating & managing external engagement with Port Health Authorities & other government departments.
  • Coaching & supporting team members to develop capability.
  • Developing effective & trusting individual relationships with internal /external stakeholders.
  • Identifying & monitoring project risks / issues - developing mitigating actions / escalations.
  • Providing key reports & supporting effective governance & decision-making.
  • Ownership of delivery or policy problems and issues, working with others to resolution.

You'll have relevant experience in:

  • Evidence of building & managing relationships with a range of stakeholders - internal / external.
  • A proven track record of communicating confidently & concisely.
  • Demonstrable project delivery experience - frameworks & methodologies.
  • Excellent organisation, time management skills & flexibility - ability to respond to conflicting priorities.
  • Evidence of planning & prioritising effectively to meet deadlines - delivering results at pace.
  • Ability to act on own initiative & ensure deadlines are met.
  • Exceptional creative problem-solving skills & ability to propose innovative solutions to challenges.
  • Evidence of developing & leading teams within ambiguous work areas.
  • Public Sector experience - essential.
