To actively manage and provide direction to the County Council's property portfolios, as well as delivering rental income to the authority.

This will involve taking responsibility for the effective management of one or more of the directly managed portfolios, through the provision of a wide range of Property services, eg. dealing with utilities, Council Tax and Rates together with other property issues in order to make savings for the Council without sacrificing quality of service.

To manage one or more of the team's external contracts with consultants or suppliers and manage the Council's Business Rates liabilities with a view to making savings through effective management of these.

To take the lead in the provision of professional and strategic advice on a full range of valuation and estate management issues, developing and co-ordinating casework from inception to completion with a view to maximising the Council's returns on its property investments and minimise exposure to risk.

This will involve being responsible for the provision of professional advice on landlord and tenant matters arising from the Council's Estate and other property matters and work with legal teams to ensure that all transactions are legally completed. Where the corporate landlord model is practiced, be responsible for ensuring properties are kept to a standard required by law or contractual obligations and ensure proper records are maintained initiating changes to records systems.

To manage individual projects related to the work of the team and to provide professional advice on projects within the Council where there is a significant property dimension. The team provides professional landlord and tenant advice and services to the organisations within Orbis, and are responsible for the maximisation of rental income from the managed portfolios in accordance with statutory requirements.

The Senior Estates Surveyor works within the Estates Team delivering a range of professional and estate management services for various portfolio holdings including the surplus property portfolio, where the key activity is to maximise rental income from the direct service and non-operational portfolios in accordance with statutory requirements.

The post holder supports the managers of the operational portfolio and provides property advice when required. The team is practically oriented, and strives to provide practical solutions to property issues and problems.

They will implement a sound and robust mechanism for the collection of rents and housing benefit and ensure any other relevant outgoings are paid by occupiers, providing the Orbis Estates Manager with regular arrears reports and income projections. They will implement a robust debtor collection scheme and instruct in legal action for the recovery of debt when required.

They will oversee a rolling programme of condition surveys for managed sites, developing a planned programme of investment, in conjunction with the Orbis Estates Leader, each supported by a robust business case. This role will form part of the wider Orbis Property Team which provides Property related services across all Orbis authorities. This role has a core base location of County Hall, however meetings will occur at other sites which the post holder will be required to attend. In addition, our organisation supports flexible working and this can include working from home or from other partner offices both within and outside of the County.
